City seeks funds for Bailey at Stassney affordable housing project

The City of Austin is set to request the release of funds from the U.S. Department of Housing and Urban Development (HUD) for a new affordable housing project, Bailey at Stassney. This project, located at 400 West Stassney Lane in Austin, Texas, aims to provide 104 housing units for households earning between 30-60% of the Area Median Income. It includes 26 permanent supportive housing units for those at risk of homelessness.

The city plans to utilize Project Based Vouchers through the Housing Authority of the City of Austin, amounting to $9,840,480 over two decades. The total estimated cost for the development is approximately $29.2 million and involves tax credits from TDHCA. The development will feature a five-story residential building with amenities such as an exercise facility and on-site management. Additionally, Hope through Housing Foundation will offer services like workforce training and financial counseling.

According to city officials, "the project will have no significant impact on the human environment," eliminating the need for an Environmental Impact Statement under NEPA. Detailed information about the project's environmental review can be accessed at 1000 East 11th Street in Austin or requested via mail or email.

Public comments on this Environmental Review Record are welcome until January 27, 2025. These should be directed to the Housing and Planning Department's Environmental Compliance division.

Mandy DeMayo, Interim Director of the City's Housing Department, has certified compliance with HUD's environmental review process requirements. This certification allows HUD to approve fund use by the city.

HUD will entertain objections regarding fund release if they meet specific criteria related to procedural errors or unauthorized activities before fund approval. Objections must be submitted via email following specified procedures and addressed to HUD's San Antonio Field Office.
