The City of Austin is preparing to request the release of funds from the U.S. Department of Housing and Urban Development (HUD) for a new affordable housing project, Cairn Point at Montopolis. This development, located at 1013 Montopolis Dr, Austin, Texas, will feature 150 units for seniors aged 55 and over. The project will include amenities such as a meeting room, exercise room, computer room, lounge, library, laundry facility, package receiving services, on-site management and maintenance, perimeter fencing, and video surveillance.
The residential units will be fully supported by Low Income Housing Tax Credits (LIHTC) targeting individuals earning 30%, 50%, and 60% of the area median income (AMI). Additionally, fifty units will receive Project-Based Section 8 subsidies. Fifteen one-bedroom units are designated for veterans with incomes at 30% AMI and will be subsidized through Veteran Affairs Supportive Housing (VASH) vouchers. The Housing Authority of the City of Austin will provide funding through Project Based Vouchers (PBVs), amounting to $25.99 million over two decades.
According to the City of Austin's assessment under the National Environmental Policy Act of 1969 (NEPA), "the project will have no significant impact on the human environment." Consequently, an Environmental Impact Statement is not required. Detailed information about this evaluation can be accessed in the Environmental Review Record (ERR) available at their office or upon request via mail or email.
Public comments on this ERR are welcome until December 20th. Interested parties can send their feedback to the Housing and Planning Department either by mail or email.
Mandy DeMayo serves as Interim Director for Austin's Housing Department and has certified compliance with HUD's environmental review responsibilities. Her certification permits HUD to approve fund use under NEPA regulations.
Objections to HUD’s release of funds must be submitted within fifteen days following receipt or anticipated submission date if based on specific criteria outlined by federal regulations. Objections should be directed via email to HUD’s San Antonio Field Office.
